Two construction companies fined following Teeple Terrace collapse

The incident that caused the death of two construction workers and the injury of four others will cost two companies $400,000.

On December 11, 2020, a section of an under-construction building, located on Teeple Terrace in London, collapsed during a fourth-floor concrete pour.

Two men, 26-year-old Henry Harder of Tillsonburg and 21-year-old John Martens of Langton, were killed in the collapse.

iSpan Systems LP, who fabricated the building's structural steel frame, and East Elgin Concrete Forming Ltd., who was responsible for the site's concrete pour, pleaded guilty in court following a Ministry of Labour investigation.

iSpan was convicted of failing to "ensure that a building, structure or any part thereof, was capable of supporting any loads that may be applied to it." The company was fined $260,000.

East Elgin Concrete Forming was fined $140,000 for failing to "provide proper information, instruction, and supervision, specifically on the use of proper concrete measuring techniques on the project."

A 25 per cent victim surcharge was also imposed; that money goes into a provincial fund used to assist victims of crime.
