Francis commits to Sandpoint Beach reopening

Windsor Mayoral candidate Fred Francis' final platform release focuses on protecting the environment and improving Windsor's quality of life.

He says his focus will be on funding the Sandpoint Beach Master Plan and supporting the creation of the Ojibway National Urban Park.

"On top of supporting the Master Plan and approving the funds to move the action items we need to open this beach as fast as we can in a safe secure place we can take action immediately to replace the fencing with other barriers that are more aesthetically pleasing," said Francis.

In June of 2026, council reaffirmed its commitment to the Sandpoint Beach Masterplan but a budget or timeline was not finalized. To date, there is $4.6 million in the city's capital budget for the Sandpoint Beach Masterplan. At the beginning of 2025, the total project was estimated to be $15 million.

Ward 7 incumbent Angelo Marignani was present at Francis' final platform announcement. He stated he is willing to work with any mayor who will reopen the beach.

"My endorsement is for whoever wants to get this job done. This is something that I've been fighting for, and I appreciate anyone who sees this as a priority," said Marignani.

Incumbent candidate Drew Dilkens has also made a commitment to completing the project. He voted against expediting the plan in 2025.

Francis' other quality of life initiatives include establishing stricter regulations for e-bikes and e-scooters, expanding trail and cycling networks, and ending the naturalization of city parks.

Election Day is October 26, 2026.

Other candidates running for Windsor's mayor are Benjamin Danyluk, Aaron Day, Dylon Graves, Tara Grayer, Nick Kolasky, Tristan Ty Morencie, Kat Pasquach, Patrick Sutherland, and Louis Vautopic.
