City of Windsor releases "sunshine" list

Over 500 City of Windsor employees earned over $100,000 in 2023.

As part of the Public Salary Disclosure Act, all public provincial institutions must disclose the salaries of all employees who earn more than $100,000 a year. The province set the $100,000 threshold in 1996. It hasn't changed since.

This year's "sunshine" list of 539 employees includes firefighters, personal support workers, and senior management.

The top-paid public employee of the City of Windsor is Chief Administrative Officer Joseph Mancina, who earned $268,734.31 last year.

The former CEO of the Windsor Public Library, Kitty Pope, who abruptly retired in May 2023, earned $195,384.08.

Windsor Mayor Drew Dilkens earned $209,649.75 in 2023, over $10,000 more than he made in 2022.

A total of six employees of Enwin Utilities are also on the list, all earning over $200,000. President and Chief Executive Officer Garry Rossi earned $295,217.
