The Windsor Police Service has demoted a senior officer for discreditable conduct.
Inspector Ed Armstrong, a 25-year police veteran, pleaded guilty to one count of discreditable conduct under the Ontario Police Services Act.
Peel Regional Police launched an investigation last year into allegations of misconduct.
According to the agreed statement of facts, Armstrong engaged in acts of unprofessional conduct toward female Windsor Police Service members between 2005 and 2023. The actions included unwanted comments and text messages, sometimes of a sexual nature, as well as unwanted interactions with female coworkers.
“Inspector Armstrong’s misconduct is a serious matter that involved a pattern of intentional conduct,” said Karel DeGraaf, Acting Deputy Chief, Operational Support. “Our members are expected to conduct themselves professionally and in accordance with Windsor Police policies and directives at all times. Inspector Armstrong’s conduct fell below this standard.”
Armstrong is demoted to the rank of staff sergeant for one year. He's required to complete relevant training.
Last month, Windsor Police demoted a 21-year veteran after he pleaded guilty to two counts of discreditable conduct.
