No Charges After Woman Fractures Elbow During Arrest

Ontario's police watchdog is not proceeding with charges against a Windsor police officer after a woman fractured her elbow during an arrest.

The woman was arrested in October 2016 under the Mental Health Act for refusing to leave a women's shelter and indicating she would harm herself.

Two officers attended the call and were attempting to bring the woman to the hospital for assessment when she refused to be taken into custody. During a struggle, one of the officers used a taser to help subdue the woman.

The woman says she broke her elbow while one of the officers twisted her arm behind her back to handcuff her.

The Special Investigations Unit investigator determined that the use of force was reasonable under the circumstances and therefore they are not proceeding with charges in this case.
