The incident happened around 11am Monday.
A 72-year-old woman remains in in hospital in critical condition.
Matthew Pilon will soon appear in court to face one count of failing to stop causing bodily harm.
Police are still asking for the public to call them with any information they may have regarding the incident, as the investigation is on-going.
