Lambton County's Infrastructure and Development Services G.M. Jim Kutyba says once they dial 911 on their cell phones, they can then send and receive text messages, outlining the problem without verbalizing.
Kutyba says the first step is for them to contact their cell phone provider.
The service comes into affect today.
