Arran-Elderslie seeks public input on proposed stormwater utility

The Municipality of Arran-Elderslie is considering a new approach to managing stormwater in Chesley, Paisley, and Tara and residents will soon have the opportunity to provide feedback.

Council is exploring the creation of a stormwater utility that would establish a dedicated fund for the construction, operation, and maintenance of stormwater infrastructure in the municipality’s urban centres. At present, these costs are covered through general taxation. Under the proposed system, a levy would be applied to properties connected to the stormwater network. Officials say the change would support the introduction of consistent service levels, including curb and gutter along all urban streets, which would replace open ditches.

A comprehensive study has recommended a six-year phased rate structure based on land area and property type as the most effective model.

Before making a final decision, Council is inviting residents to share their views. Three public information sessions are scheduled for Thursday, September 25, 2025, beginning in Paisley in the afternoon, continuing in Chesley later that day, and wrapping up with an evening session in Tara. Each will include an overview of the proposed utility, followed by opportunities for questions and community feedback.
