Southgate Administration Office. (BlackburnNews.com stock photo)Integrity Commissioner Harold Elston of Collingwood has found a Southgate councillor violated the Municipal Code of Conduct.
Christine Gordon contravened the code by removing documents from a closed session of Southgate council, despite the protests by other members of council.
Elston found that Gordon did not act with "any premeditated bad intent".
Southgate council now has to decide whether to impose a punishment - ranging from nothing, to a reprimand or 90 days with no pay.
