City fined $70K after exploding cap hits worker

The City of London has been ordered to pay a $70,000 fine after a worker suffered critical injuries almost two years ago.

The Ministry of Labour said a crew of workers from the Water Operations Division of the City of London were told by their supervisor to prepare a water drain chamber near 517 Fanshawe Park Rd. on October 16, 2018.

Part of the preparation work involved removing a mechanical joint cap assembly on a drain pipe. The worker tasked with this was inside the water drain chamber when he noticed there was water pressure built-up inside the drain pipeline.

The pressurized joint cap "shot off and struck the worker," according to the Ministry of Labour. The worker suffered critical injuries.

An investigation found that the City of London failed to make sure the internal pressure of the drain pipeline was released before the end cap was removed and/or loosened.

A guilty plea was filed in provincial offences court on October 8. The employer, the Corporation of the City of London, was fined $70,000. A 25 per cent victim fine surcharge was also imposed.
