One of the dam gates failed when it was being fixed in 2008. It has not been used since then.
The city says it has launched a lawsuit to recover the millions it cost to fix the dam.
This week's inspection is to find out how damaged the structure actually is and what needs to be done.
People in the area will see a crane on the deck and divers in the water. The city hopes to raise three of the four gates.
